You had to pester them for admittance repeatedly, each time being rebuffed. Sure, a difficult mission to test ability is one thing, but you have to remember how and why they gave you the suicide mission to the Glow. They're also very disciplined, which is why saying the wrong thing will get you booted. Would you send an army to invade an enemy facility you know nothing about? They're not black and white. That's like the #1 RPG convention: you have to do some quest to get any help from anyone. You can't really hold the whole suicide mission thing against them.
